BCCS Policy 2025-01

Hafa Adai CCDF Subgrantees and Subrecipients,
 
This policy establishes and outlines the procedures for assessing the compliance of CCDF Grants subgrantees and subrecipients following the close of the grant term or the expiration of funding. The objective is to ensure that subgrantees and subrecipients meet the financial, programmatic, and regulatory requirements set forth in the grant agreement and facilitate transparency, accountability, and continued compliance post-funding.

Department of Administration transition to the new financial system

Due to the transition to the new financial system, the Department of Administration has processed paper check payments for all pending Child Care and Development Fund (CCDF) Child Care Subsidy payments as of February 21, 2024. Check distribution will commence on February 29, 2024, starting at 9 a.m. at the Department of Administration, ITC 7th Floor.

Update - Guam’s Plan for Professional Development (GPPD) Submission

The Bureau of Child Care Services (BCCS), within the Department of Public Health and Social Services (DPHSS), will be enforcing a change of schedule in receiving application Forms for Validation of Early Childhood Providers (Path A) and Forms for Certification of Early Childhood Providers (Path A) under Guam’s Plan Professional Development (GPPD) for review and validation by The Early Childhood Professional Development (ECPD) Subcommittee under the Guam Early Learning Council (GELC); commonly known as GPPD submission.
