This policy applies to all subgrantees and subrecipients who have received CCDF grant funding that required review and approval of their funding and/or program proposal by the Department of Public Health and Social Services (Department), Bureau of Child Care Services (BCCS). Assessments will be conducted after the expiration of the grant term or upon the cessation of funding to evaluate whether the subgrantee has fulfilled the obligations and was in compliance with the grant agreement and requirements.
Continued funding may be withheld or suspended for future projects if the subgrantee/subrecipient fails to resolve identified compliance issues. The subgrantee/subrecipient may also be barred from applying and/or receiving future grants. The subgrantee/subrecipient may also be required to return unused grant funds or make restitution or reimbursement to BCCS for improper spending or misuse of funds, as determined in the corrective action or other actions administered by the Department. Non-Compliance may also be determined if the subgrantee/subrecipient, at any time during the Grant Compliance Assessment process refuses to comply with the assessment process, withholds information from the Bureau during the assessment, or attempts to provide falsified documents or information.
