The Bureau of Child Care Services (BCCS) wants to ensure families who get help paying for child care through the Child Care and Development Fund (CCDF) program can choose from the same variety of high quality child care providers as families who pay on their own. To do this, BCCS conducts research on the price charged by child care providers or the cost to provide child care in Guam:
Market Rate Survey – This looks at what providers are actually charging families for different qualities of care, different settings, and other factors that affect the price charged by child care providers.
Alternative Methodology – CCDF Lead Agencies, like BCCS, can conduct research on the true cost of providing child care through a cost estimation model, survey, or both. This helps BCCS understand all the elements that go into the cost to provide child care services.
By using one of these tools, BCCS can set payment rates that make it easier for families under the CCDF program to find and afford high quality child care services. It helps BCCS keep things fair and make sure every family has access to safe, reliable, and quality care.
